What breed is your puppy and has she had her shots?
Definitely find another vet.
I went through this with our german shepherd puppy when she was about the same age as yours. She was dehydrated, lethargic and couldn't keep anything down. After a day of this, I took her to a well reputed vet, and asked for a thorough exam. Turns out, she had parvo virus. We caught it early, and she survived (had to stay at the vet with an IV), but this can normally be fatal. Not trying to alarm you, but it's best to get a second opinion and act on it quickly- I know that certain breeds are very susceptible to parvo if they haven't had their shots, and shepherds are one of them. Make sure all the bases are covered.
In the mean time, try feeding your puppy warm chicken broth or yogurt, that seems to help. Avoid kibble, and just go with liquids for the time being until she feels better.

10 weeks is not very old and they can pick up so many things, and even swallow things your not even aware of.....
Puppy hasnt been out yet has it?
IF your puppy is still the same in the morning I would take it to another vet URGENTLY.
Puppies dont just get dehydrated anyway.
Tip: if your feeding it dried food only you must make sure the puppy has access to lots of water ok. Also it is wiser not to switch foods too often as this can also cause tummy upsets.
Sorry not saying you are doing that lol, just if you were as I do know sometimes how stressful it is if a puppy wont eat certain foods and food can be switched about a bit.
Anyway if there is NO improvement then take puppy back ok asap.

Well it's obvious that the dehydration is secondary to something else going on. That may be a virus, or a stomach upset of some kind, or whatever. It may have no connection to heart/lungs/parasites....It's my opinion the vet hasn't completed her diagnosis and treatment. Although dehydration has been treated, it's no good sending her home with the main issue unaddressed!
Either take her back to the vet who treated her, or take her for a second opinion to a completely different vet.
I hope she's feeling much better soon.
If shes still not eating or drinking, I would either take her back to the vet, or find a new one fast. Puppies that age can't go very long without liquids.
