Congratulations!  Keep on their backs and don't let them crawfish out of their duty.  It happens sometimes unfortunately.  I know how scary it is to "turn in your neighbor" but you'll probably discover that after this incident, you won't even hesitate in the future.

Our Houston SPCA was very responsive until they got their own TV feature on the Animal Planet channel.  Now they seem to be putting all their time and effort into huge, splashy cases that make good TV fodder - many of which aren't even in Houston.  The smaller cases seem to get ignored.  Just a crying shame.
