What could these bumps be?

Someone left us this cute girl, she has all her medical history checked but the owner wanted to find her a new home because she thought the pug might be suffering from an allergy to cement.

do these bumps and rash look like allergic reaction or could they be something else? any tips on what to give her to avoid the scratching?

Skin problems can be tough.  How old us she and is this new? How long has it looked like this?
Could be Seborrhea which can be hereditary or caused by another problem, metabolic or hormonal.
Your best course of action would be to have a Vet (preferably one familiar with skin issues) look at it.  Blood work and/or scrapings may need to be done.
Never heard of a cement allergy.

Perhaps it is something in the cement.
If she has no open sores, bath her in a mild shampoo fir dogs then try a diluted cider vinegar rinse.  Let that set on fir maybe 5 mins then rinse off. Keep away from the eye area.

thanks for the answers guys;

as for how long she's been like this it's been about a month and a half.  The last owner's said it started in about the same time her husband started to work with cement in the house.  I'll take her to the vet on monday, she had her last checkup 2 months ago and she didn't have anything that time.

I'll try the powder for the scratching thanks again.

It doesn't really look like hives or dermatitis. I would run it by a vet. It could be an allergy or a skin infection of some sort.  Gold Bond Medicated Baby Powder does wonders for soothing itches.
