Gasping for air after tracheostomy

My dad had a tracheostomy procedure a month ago. In the last two weeks, he has been gasping for air and coughing almost non-stop when he's awake. When he's asleep, he occassionally wakes up doing the same. The tracheostomy tube was replaced with a new one; however, the problem presisted.

Anybody who has experience with similar patients and can help with what to do? Thanks a lot
