Yes, they certainly can do those things. The difference may be between "reconstruction" from an injury, in which case, you may have insurance coverage and "cosmetic rhinoplasty" in which case you would definitely be paying out-of-pocket.
Iam going to a doctor again about it.. and was wondering could they do nose reconstruction surgery? like make my nose smaller. because its big but thin.. and the cartilage is still bend and yah just curiouse
So your nose was recently injured? If so, if you see an ENT doc very soon, s/he might be able to fix it in the office.
Otherwise, your problem is likely quite solvable...with surgery. See your local, friendly ENT doc about this.
