This sometimes happen. The best chance for success is with the first surgery.

That's what happens w/ PVR. Multiple surgeries and poor visual prognosis. There isn't much medically that can be done to arrest the PVR, but with time the activity should weaken and cease itself. The problem is noone knows when that will be and by the time it does your vision may be severely compromised.
Many times in complex cases the use of silicone oil is required. If further surgical intervention is necessary after oil tamponade it may be left in permanently.
Go get a second opinion, but it may not change your outcome.
