Bags under eyes

Hi, I am a 14 year old boy who has been experiencing huge bags under my eyes when I wake in the morning and a lot of the time last the whole day  with lines under my eyes(though less noticeable). In the morning , it feels like my eye lids feel heavy and when I look in the mirror, it looks like they my eye lids  are half closed. I started realizing this during the summer when I went on a 2 week bike trip along the coast of California. I have heard that smoking causes bags (note: I do not smoke are do anything like that. I keep in line with the law) and so I am inclined to believe that it maybe the smog for biking caused this but people I have asked have given me different ideas. My mom thinks it is allergies (I do take claritin because I do have allergy symtoms). My doctor, brushed it off saying it would go away (which did not happen). Could anyone please tell me why this is happening and how could I solve it. It doesn't look very good for the girls =).

No if your male you probably don't want to use make up to covern the circles/bags

I will try to go as soon as possible.
However we had to switch healthcare plans so I might not be able to go until Feb.
Is there anything else to do in the time before I go.
