Left eye -7 and right eye -15 develop ambylopia

I have a -7 in my left eye and about -15 in the right eye (nearsightedness).  the doctor said that my right eye's cornea is long and that my nerve just does not work. Is it possible for me to develop lazy eye because i only wear -7 corrective lenses for both eyes? (I am 20 yrs old)
And is it safe for me to have a LASIK or similar surgery to my left eye with -7? Doctor said that my right eye is untreatable. Is it really ?!

I do not really know...my doctor told me that my nerve just doesn't work . i am not sure which one or what they are trying to say. What would be a good question to ask them when i go for another visit ?
should i consult an optometrist or an ophthalmologist ?
thank you for your help

What do you mean that the nerve of the right eye does not work?

There is no treatment for problems with the optic nerve.  The contact lens did not create the problem.  This is a development problem where both eyes were not stimulated equally and the left eye connections to the brain developed but not the right.  This is called ambylopia.  LASIK surgery will not correct the basic problem but could make the refractive part of the vision better.  I believe it is safe to do LASIK.  However, many doctor do not feel it is safe to do LASIK on a patient with one good eye.
