ARS Symptoms 12 days after exposure?

Will ARS Symptoms show up 12 days post exposure?
I’m on day 13 and on day 12 I starting having headache, fever, Muscle and joint pain, cough and runny nose.  Today on day 13, the symptoms are still there and haven’t subsided.  Is this too soon for ARS?

You didn't describe doing anything risky, so perhaps you didn't have any risk . If you had no risk, then you don't have a disease.
Had sex with a CSW and condom slipped down my shaft.  Saw the condom on the head of my penis (not sure if the bottom of the head was exposed) and rolled the condom back up the shaft of my penis.
And by bottom of the head, I mean the underside of my head.  I only saw the condom on my penis head from the top view.
HIV does not enter through any other part of the penis or genital area. HIV enters through the HEAD of the penis only. If the head of your penis was covered by the condom, you were never at risk for HIV. Obviously, if the underside of the head of your penis was covered, so was your urethra.  

You didn't have a risk for HIV. You don't have ARS, and you should see your doctor if you are concerned about your non-HIV related medical symptoms.
Seek therapy for your hiv fixation because you have posted similar questions in the past about condoms, despite the fact the advice can't change. It's unlikely that you had penetrating vaginal with the ring of the condom held only on the head anyway. Probably it slipped up when you went soft and stopped penetrating - which prior advice told you is zero risk.

CurfewX, I said I wasn’t sure if the under side of my head was covered.  I only saw the condom rolled down on the head of my penis from my view point from the top.  

Additionally, it is now day 14 and I’ve noticed a skin colored rash on the middle of my chest.
Could this be ARS?  Symptoms started on day 12.
Condoms don't roll all the way up and off the tip of your penis and that is the only thing that needs to be covered.  The urethra.  (that's the tip, yours was covered).  You did not have  a risk and the rash is not related to hiv.
