It's just a background signal in the assay- every assay has one. Anything below the cutoff is background. Only if the signal is above the cutoff is antibody present.

from where this value come if we are negative is the value must be zero or what ?
i mean if we have person healthy we find value less than one why we have value it must be zero

The value is insignificant. It would be different every time you tested, mans nothing. Negative is negative. Your result was negative, congrats!
