Can I get HIV from wiping the tip of my penis with toilet paper?

I've been wiping the wet tip of my penis after urinating, using toilet paper from public restrooms. Is there any risk of contracting HIV or other STDs from doing this? I don't recall seeing blood or semen on the toilet paper I've used but if there was, and if theres a small cut at the tip of the penis, can I contract HIV?

It would front page news if anyone got HIV this way. Imagine how many babies with cuts have been changed in public rooms.
