Chances of getting HIV before ejaculation (anal sex?)

Hello, on sunday I met a guy from grindr of unknown status he used a condom but broke he realized It and we stopped but there was lots of precum mixed with water lube.

He said hes HIV negative and Is taking daily PREP but I dont take his word. lets say hes HIV + what are the chances of getting HIV without ejaculation? (precum)

On the Pozforum many "expertise" they havent seen any single exposure with ejaculation becoming Infected.

I perfectly understand I had a risk, but getting back to the question what are the chances based from my situation? I feel like theres a lot outdated Information  on the Internet In regards to HIV.

Thanks for taking your time.

Other HIV specialists have seen infection without ejaculation.  Chances of infection for any risk activity are well under 1%.

Did you have any official studies or you know anyone who has become infected with just precum? He used a condom and lube, not sure If the makes any difference.

Thanks for your time.
No, I do not - analyses on the presence of HIV-1 in precum were done in the early 90's, and it was determined that HIV can be transmitted by pre-cum.  Here's a long article discussing why withdrawal as a harm-reduction strategy is a fallacy, and in it, the authors discuss the fact that some previously HIV- individuals became infected anyway: https://journals.lww.com/aidsonline/fulltext/2005/04001/sexual_harm_reduction_practices_of.2.aspx
