Your tests and the protocol used are reliable, regardless of where you live. Your non-reactive results at 84 days are conclusive.
I cannot speak to the qualifications of the labs technicians, but if this was a private lab, I feel you can rest assured they are professionals.
If you are still anxious I can only advise you to find another lab and test again. But at some point you're going to have to trust the results. I say you should do that now.

I don't know what your risk was, but I would strongly urge you to educate yourself about HIV.

I was with a sex worker girl for almost 10 hour in home. We had 3 time protected sex. My fault was to take off condoms for more than 30' min. Even I got slept for around 5 hours with the last condom which was on. I thought at the tine that I had safe sex. After 29 days I got sick like a cold. One of my friend has said that he has a friend who is HIV+ has been diagnosed after getting a cold. Suddenly, I got shocked, anexious and crazy. I was googling and simoultaneously searching for other symptomes and so on. Then, I lost all my mind, energy etc in fact I got depress so that I was looking for how to trate HIV and how long I could be alive. Day by day, mentallity I was going down. Therefore, I got tested at 42 days for HIV, Hepatiti A, B and C which all were negative. However I was yet down. As I have cautched from various froums, I had to be tested at 84 days. I was reading lots of information about HIV etc. At day of 84 the Dr who was tge owner of lab told me that you were not at risk at the firs stage and no need to retest but I did not hear him. He showed me the catalouge of test which was 4th generation ELISA. After getting non-reactive result againg I thought that probably the tecnicians are not aware with the test or master to do that. Now, after 3 months of getting the lates negative result I do not know whther I have HIV or not. As long as I some thing like a stress comes to my mind, immediately goes forward to HIV.

B23121 gave you the totally correct assessment. Tests don't lie. You do NOT have HIV. Your risk, at this point, is moot since we know you are negative.
You've been given the best "guidance" we can give you which is to move on. That, and to continue to educate yourself about HIV.
