HIV 1 & 2 .... Non Reacive (0.216)

I just test for HIV after 3 months exposure. Here are the results,

HIV 1 & 2 .... Non Reacive (0.216)

Cutoff rate is  ..... 1.0 (Test Performed By ECLIA)

Please note that this is a screening test for HIV Combi (combination of HIV P24 antigen and anti HIV antibody 1&2), performed on fourth generation ECLIA Cobas 6000 (e601) utilizing electrochemiluminescence immunoassay.

My questions are,

1) Is this test 100% accurate
2) Do I still need another test after 6 months?
3) My exposure was this, My figure was bleeding few hours ago before the exposure due to cut from shaving blade. I put a tissue on it and it stopped bleeding. After an hour or so I accidentally touched the sperm of a man from that finger which just came out from his body. There was no blood coming out from my figure by that time. Is it high risk behavior?

You dint have an exposure and obviously, NO risk Means NO test.. forgot all this and continue with your work n life.

Just to clear that when i touched the sperms, there was no tissue covering that wound.
