HIV test

Is it true that the HIV 4th generation  window period has been changed from 28 days to 45 days. Doesn't a test result at 28 days isn't conclusive anymore?

Tests do not change after 28 days so are considered conclusive from that point on although more conservative sites will say 45 days.  If you tested at 28 days, your result will not change.
