tension and confusion

Dear Sir and Madam:
  Thanks for your reading.Before i post my question,i searched in this website and got some answers.It helps me a lot when i face some situation.BUT there are some different answers confused me about the needle stick.Yesterevening when i walked through a bar i felt hurt it seems something stick me. when i get home i checked my foot and see no blood on socks...and then i searched medhelp ,input "needle stick",i found some answers and they released me.HOWEVER when i scan more questions and answers ,i am confused.
   i got knowledge from this forum that needle stick must be deep and with inject.So i always think that if there is no bleeding or no terrible hurt it means no risk.BUT today i read some answers from the experts.it seems that they hold that once the needle stick into the skin there may be a risk and need PEP.... and several questioner with no bleeding also get the PEP advice.It confused me a lot.because several days ago i got a stick by sth with no bleeding and there is a cut.

Yes,people don't go around sticking people with needles,but we may be stuck by needles which were discarded.
1,AND if a just stuck by a sharp object may this bring a risk?I know the needle was risk because it is hollo
2,if we were stuck and then we used the alcohol to contact the cut within a day we should feel hurt?SO if we didnt feel hurt we are not stuck?
3,may you answer my question that way the answers from experts forum is little different.I also answer some question in my countries in my past time and my knowledge is come from this website.

Could you tell me how to verify whether be stuck by a neddle?
and if a just stuck by a sharp object may this bring a risk?
