Precum on cut around anal area

LONG STORY SHORT: Fresh precum from head directly onto fresh scratch between my anus and testicles. risk?

the Whole story:

I was hooking up with a man, nothing too serious, as I never have sex with my random hook ups because of this HIV phobia that I have. anyways, he bent my legs over my head and put his penis on the area between my testicles and my anus. I felt precum fall on this area and run down a little bit. the thing is, he had just performed oral on my anus area, and his beard irritated/scratched my skin, which was already a little weak and scratched due to rough toilet paper and my own scratch I had done previously with my finger nails. so, I know that hiv is transmitted primarily inside the body, but I am wondering that since his precum was freshly out of his penis and onto the freshly scratched / not bleeding but a little bit 'oozing' scratch (not bleeding but damp, if you know what I mean), if transmission is possible.

You don't have an HIV concern.

HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions; therefore, it does not spread or maintain infectiousness outside its host.

if my cut/scratch was leaking blood plasma, i dont understand how that is not a direct route to my blood stream. it was an open cut/scratch.

im sorry but your responses just don't answer my questions. all over the internet, websites say scratches and cuts are a risk in terms of hiv transmission.

also, my partner said before we hooked up that he was negative, and after as well but he was sort of evasive about telling me when he was tested last, not giving a straight answer at first and then saying 'a couple of months ago' (over texting) not sure about his protection practices.

to teak and anyone,  Not trying to be argumentative, just trying to get it straight, perhaps this will clear up what i meant when i was describing my 'encounter'

what about this post answered by Hook?

http://www.medhelp.org/posts/HIV-Prevention/Broken-Skin/show/339229

in it, he says that sores like this persons (and mine) with the clear oozey scratch liquid and the sensitivity to alcohol (i definitely had the same, even sensitivity to water) would prove that the scratch is able to offer a route of transmission.

Thanks

not really worried anymore, justa a follow up question, would it have made a difference if the cut was bleeding? i know supposedly that the virus is weakened and not transmitted outside the body, but just curious whether the opening of the urethra touching the opening of a bleeding cut would pass the virus (precum to blood) or if the virus can only be transmitted through infected blood on a topical cut. hope this question makes sense, not questioning your answer, just curious about the logistics.

I know for a fact that it was not just irritated, but an actual scratch.
