Scared what should I do?

So I hookup with this guy when I was drunk and we were doing anal with a condom and it snapped inside of me and I was too drunk to realize it was broken. It was a minute unprotected I told him to take it out and my fear begin to spark up and I wanted to cry but I just go myself together. This happened yesterday I’m scared he didn’t ejaculate in me idk  about precum. Did I put myself to risk? Do I need to go to the ER for PEP please someone help

Yes, you had a risk.  Any one-time event results in very low odds of getting HIV, even if your partner was infected.  The decision regarding whether to take PEP or not is one only you can make, in consultation with a medical professional.

This is not a decision that anyone can really help you make.  It is your own personal tolerance for the low risk.

These stats are for those who had intercourse with someone who is known to be HIV+.  You must also factor in the odds that the person you had intercourse with is HIV+, as most people are not HIV+.

Did he supply the condom and/or insist that it be used? If so that may mean he always uses one in which case he would be negative. Can you contact him?
Yes he supplied the condom but it broke when it was inside of me and I froze and told him to pull it out and that was a minute of him inside of me. Yes I can contact him and he told me he’s negative and has papers to prove he is from his bloodwork
Sounds like he really is negative, if you can trust him. You might want to check his test to see when he did it. A duo is conclusive after 4 weeks and any test is conclusive after 3 months so it depends on which kind of test he took, but if he didn't have any unprotected from the beginning of those window periods until now, then he would be still negative. PEP has risks, so most docs will not give it to you unless the other person was positive anyway.

You likely have 100% chance of getting or passing on Covid if either of you was positive, so you should be social distancing for a few weeks.
