confused after reading the answer

I got confused after reading the answer, after reading many QA on the website on cuts/wounds/scratches that slightly bled, got me the impression, it is not a risk, but now I'm scared cause i had a case that I got a scratch on one my toe from fingernail that cause it slightly bleeding , and a drop of semen fell on it, could you explain if there is a different between the two cases?

This discussion is related to Semen in fresh open cut.

the guy (hanson12 ) said stated:
'' I was giving a blow job to a guy my age and he ejaculated onto my face. He started rubbing his glans over my cheek where he ejaculated and he managed to open up a cut that had healed over, which then started actively to ooze blood. Now, I know that HIV cannot penetrate intact skin and that blow jobs are pretty safe. What's got me a little jangled is that the semen was MIXING WITH BLOOD on my cheek".
