You'd have to ask the CDC why the say what they say. Maybe it because as a governmental agency, they must be conservative. Maybe it because oral transmission is a theoretical risk for the person doing the sucking on a man (cunnilingus and insertive are absolutely NO RISK), therefore within the theoretical realm of possibility. But we know from scientific studies that the probability is very very vanishingly low to non-existent. Certainly not worth testing over or worrying over.
What you should know as a sexually active person is that HIV is transmitted by unprotected anal/vaginal intercourse, sharing IV works and mother to infant breast feeding. Unless you are engaging in any of those activities with someone who is HIV+, you do not have a concern. Wear condoms each and every time you have sexual intercourse until such time as you are in a monogamous relationship with someone who is conclusively HIV negative. If you follow that, you can fully expect to remain negative for the remainder of your life. That's all there is to it.
