You really need to give the sources for such comments.  There is no moderation here.  You are not a medical professional, are you?  If you are not, then you should say so.  But from where, really, are you coming up with these statements?

Hypokinesis is a condition where the heart cells at the location given is not receiving enough oxygenated blood.  Your anemia may be impeding the amount of oxygenated blood (low blood oxygen level) medically termed hypoxia, and yes hypokinesis can be effectively treated by better oxygenated blood.  

The hypokinesis is the result of heart cells of damaged heart cells...the cells may be viable at a low oxygen level referred to as cell hibernation.  If the heart cells are necrotic (dead), the hypokinesis may be a lasting defect.
