Your diastolic blood pressure is significantly low this would indicate Hypotension although you will have to be closely monitored in order for a correct diagnosis. However your pulse at 45 is also considered below the normal ranges this is called bradycardia and could cause you problems is left untreated. your dizzy spells would suggest inadequate blood supply to the brain which can even sometimes cause fainting. I would suggest you see a specialist immediately if you have these episodes frequently. You will need to undergo a series of tests which would underline a cause so that you could be given appropriate treatment. The heart can undergo allot of stress but severe bradycardia can lead to cardiac arrest therefore sudden death. As I did state all of the above have in mind that being in excellent physical shape can also cause bradycardia and hypotension most athletes have this condition but it is not considered an emergency. A heart rate of 23 is way too low, see a doctor. Death is when the heart stops, I'll say if it is beating the person can be saved if they get to a doctor before it stops.
A "normal" resting heart rate is in the range 50 - 100, with the two ends often accompanied with symptoms and requiring attention.
I recall a heart rate below 40 (talking average person) is entering the danger zone and is called bradycardia (in fact 49 is bradycardia, but only marginally).
I have read of some people being okay with a resting HR in the 40 range and they have no symptoms and seem to not be in danger. Again, 23 is way too low.. then too how accurate is your measurement, how are you measuring?
