"Inactive" is just a term they use to describe the case when the virus DNA level is low and your HBV-E Antigen is negative. When the E Antigen is negative it means that your body is past the stage when you initially got the virus and it is at a later stage.
They only use the term "active" if for example you got the virus last week and you are beginning symptoms and your body is trying to fight it off.
