Insurance rejected claim for Hernia surgery

My 1.5 years old baby got admitted in hospital to have a Hernia surgery done. The insurance company rejected the claim saying it falls under congenital external disease. First of all this condition was not there at all during the baby's birth and was only detected one month back before the surgery was done, secondly I am not sure how a Hernia can be considered as an external disease. Could you please let me know whether this conditional at all comes under 'congenital external disease' category?
