Can a cystoscopy detect herpes?

I’ve been too numerous of doctors that said I don’t have herpes just by looking at my penis and anus but around December of last month after I had sex with someone my penis began to hurt 3 days later and was a really intense pain. I then went to a doctor for about a consistent 5 months without signs of blisters or lesions only a bad feeling in the Genital area. They then referred me to an urologist that I’ve been seeing now for about 4 months and he also confirmed that I don’t have herpes just by looking around the genital area. He recently performed a cystoscopy and said he found “Bad Germs” & just some inflammation that can relieved with AZO. Long story short I want to know can a cystoscopy detect the virus or at least see the lesions or blisters if there in the inside? Should I still be worried if numerous doctors have said no?

Could the doctor see a virus with a cystoscope? No, but this doesn't matter because nothing you describe sounds like herpes. HSV rarely causes urethritis alone; usually there is obvious blisters, lesions and sores on the penis at the same time as urethritis symptoms. Also, herpetic urethritis would not show up 4 months later post encounter.

Of course he wouldn’t see the virus but once he did the biopsy while inside with the camera wouldn’t the results from the biopsy show signs of an std?
