It could be, but without any pain, and only itchiness, it doesn't really sound like it.
It could also be fungal, like jock itch or something similar, or eczema, some kind of dermatitis.
You're going to the doc today? If they think it's herpes, ask if they can do a PCR swab on it. That's more sensitive than a regular culture. They may not be able to, but ask.
Your blood test isn't that helpful because it tells you that you may have type 1, OR type 2, OR both, and at 1.7, it could even be a false positive. Test again at 90 days and see what it says. Even better, see if you can get a type specific test that gives you separate results for each type. I know those aren't available everywhere, though.
If it's herpes from oral sex, it would ge genital herpes type 1. The number indicates the strain of the virus, not the location.
