Does herpes lesions last that long?

Recently I discovered there are many tiny bumps just above my upper lip, and they were there for like 2 weeks already, not increasing in size.

Also, I constantly feel some tingling or "heat" just above my upper lip, and I can see the area above my upper lip is becoming red, not really as red as my lip color, but you can see the area is generally pale red in color, and it feels a little bit swollen/inflammation.

I can't recall having cold sore before, so I suspect this might be some kissing episodes that happened shortly before in Christmas last year. I googled pictures of herpes outbreak and it seems like it is a mild outbreak, which looks really the same, except the bumps didn't blister, or maybe I can't see it blister because they are generally smaller than typical blisters.

Currently I have no access to doctors until next week when I'm back, so I hope someone can answer if this is herpes outbreak, whether primary or recurrence based on what I described above, many thanks!

Cold sores would've progressed into fluid filled blisters in a day or two.
