Herpes can turn up between 2-14 days after exposure (though it could take months or years - depending on the person). Tingling sensations are typical with dry lips and if you're focusing on it, it'll tingle more (anxiety tricking you). So really, no one can tell you if you have herpes until the obvious sores appear. If you notice sores, call your doctor and get an exam.
You can get a blood test 12 weeks post exposure to find out without lesions
Tingling is not a symptom of a primary outbreak. The key to understanding hsv symptoms is knowing the context. Tingling sensations is the virus moving along the nerve path towards the surface. This happens with outbreaks past the primary. For a primary the virus is already at the surface. Hsv2 is very rarely an oral infection and you really shouldn't be concerned.
