Is herpes Urethrits common?

Been over 3 weeks since I have had an unprotected sex exposure, however about a week afterwards I started to have troubles urinating, not much pain, just more of urine retention and having troubles starting urination. My symptoms are consistent with urethritis and I'm pretty sure thats what I have, however since I have tested negative for chlamydia and gonorrhea, I'm wondering what the chances of this being caused from herpes is? Some websites say Herpes is one of the most common causes of urethritis, is there a chance I have herpes urethritis without present lesions? Main symptoms are more frequency to urinate, tingling at top of urethra, weak urine stream flow, ejaculation retention and troubles starting the urine stream. I am a male in my younger twenties.
Any input is appreciated.

Yes 25 days is to far for a primary. 3-10 days and the vast majority happen the first week.

Im about to go for my 1 month post exposure hsv test, are you sure herpes can't cause urethritis alone? No anti  biotics are helping my symptoms and I have tested negative for most other STD's and I find it very concerning these symptoms started couple days after unprotected sex exposure.
Also, how reliable is a 1month hsv blood test, I heard it could take up to 4 months to test positive?

I would see a urologist but i don't suspect hsv at all. For this to be your only symptom with herpes us just not realistic at all.

As usual, thank for you help and input on my questions, I noticed a red pimply spot on the top of my penis shaft, Went to the clinic this morning and they said It was to early to diagnose and to come back in a couple days, is it odd that my first sign of a lesion showed up 25 days after the exposure? Its not too itchy so far  but I am a little worried, is it possible I have had lesions earlier on and not noticed them?
