Red rim of glans on penis, and red bump on penis

Hello all,
Throughout my life ( short, as I am just dawning 18 ) I have only had one full on sexual encounter ( my current partner, whom has shown no signs of oral or genital herpes and was proven to be a virgin before myself.. I have used a condom with her on all vaginal ocassions, but I have received unprotected oral sex and brief periods of unprotected anal sex ) and one encounter of another female's tongue on the tip of my penis for a very, very, very brief time. The licking incident took place a few months ago, while I've been sexual active with my current girlfriend for about the same time.
    Recently though ( starting three  weeks ago ) I've begun to have a red irritation around the rim of the head of my penis, the glans I believe, which is red in skin tone with a few small, flat red dots in the middle.. the area is ocassionally irritated and sore, particularly after I have protected sex or ESPECIALLY after I masturbate. I don't believe this to be herpes, but I have never been tested for the disease.. it never quite itches but is sore and irritated, after putting Goldbond medical powder on.
   As well, earlier today I have recieved a red 'bump' on the under side of my shaft about half way down. It is a single and solitary red bump and seems to be near the end of a vein on my penis.. near hair follicles. It may be an irritated hair follicle as I do shave the shaft of my penis, but I see no hair potruding from the bump itself. The bump is about a milimeter in diameter, and half a milimeter in height. The general area is irritated and sore ( though this could be from my failed attempt to pick at it and pop it.. no fluid has erupted from it, and it doesen't quite look like herpes blisters I've seen on the internet but I've seen that cases can be mild. Neither of these things are itchy, but as said they are both sore after being irritated and the single bump is slightly painful when squeezed. As well I have had a runny nose and mild light-headedness when standing, but I do have a cold and it is cold season.

First of all we don't look at pictures on here.  That is covered by our read before posting.

You need to be seen by your provider.  Having them look at this is much better than a bunch of people on a forum.

You and your partner should be tested for HSV using an IGG test.  Most STD panels don't do testing.  See your provider for a proper work up.

And if it is important, it is almost like the bump is at the 'end' of a vein in the shaft of my penis.
