How rarely do symptoms appear after 3 weeks?

I have tried my best to avoid posting for the longest time but I feel like I need some advice now.

I had protected sex and unprotected oral sex with an escort on 10 April. Since then, I often check my genitals for the classic symptoms when I hit the shower. However around May 8, I noticed quite an intense itch on the the side of my left foot (around the big toe). The next day, it started to show blisters with clear fluid. They eventually grew to the point that it looked like herpes blisters. Of course, I stupidly burst them. There wasn't any pain. Over the next few days, it began healing with no ulceration or scabbing. Just red dots.

On May 13, I noticed a few more blisters starting to form on the big toe joint, they eventually grew with clear fluid in them. There wasn't any itch or pain. Just today, they must have burst. Again, no ulceration or scabbing.

Also on 15 May, a blister appeared on the base of my left heel and on 16 May, 2 or 3 blisters started to appear on the outer right side of my right foot.

Now, I must mention that I do have an ongoing case of tinea pedis where my skin peels. The original site where blisters formed had the most noticeable tear in the skin. I have tried to avoid contact between the 2 feet as much as I could.

Having scoured the various health sites including this one for information, I've concluded that I should get an IgG test for HSV1 and HSV2 in around July to confirm the possibility of Herpes. I know my case sounds rare because I've read that HSV2 can travel a different neural pathway down to the feet and that my symptoms only appeared after almost a month. Nevertheless, I don't want to get my hopes up and am prepared to be diagnosed with HSV2.

Can someone enlighten me on whether my description fits an outbreak, possibly a primary one?

That would not be a primary outbreak. Unless you inserted your toe into the vagina or anus of someone with hsv, a primary would not show up on your toe. Could the blisters in your feet be hsv? Yeah but that would be RARE!
You have had blisters 3 times...don’t pop them. If your worried they are hsv, go to an urgent care or a doctor who can see you right away and have them swabbed. Don’t wait...go as soon as you notice them.
If these are blisters from an hsv infection, I don’t think the sex in April would be the source. Impossible? No. But I just don’t think that’s the case here. Go have them swabbed next time they appear. And you can get an hsv IgG test now, as a baseline and test again after 12 weeks have passed.
