Herpes or ingrown hair

About a week ago I noticed I had what looked like an itrated red/flesh colored lump on the right side of the shaft of my penis. It almost looked like a cyst or an ingrown hair minus the white head. Several days later I got a white head on the top part of my shaft and I popped it and white waxy pus poured out. Eager to do the same to the lump on the side of my shaft I attempted to pop it but made it severely irritated. The next day it looked in rough shape and afterose examination and freaking out I thought I saw the hair and tried to lance it and didn't find the hair. As a result it became even more irritated. I have been using hydrocortisone cream and bactroban on both the white head I popped and this mysterious lump. Question is does this sound like genital herpes? I noticed no scabbing or crust but they both look nasty and are noticeable on penis as if the were both raised scars. The one on the side of my penis looks slightly worse than the original white head on the top of my penis shaft. There has been no burning or itching associated with either and it doesn't hurt to pee. Obviously when touched they feel irritated but bearable. Does this sound like herpes or just infected in grown hairs. It's also to know that I probably haven't shaved down there in at least a month
