is it an STD??

I've had these red marks that consist of dry skin and much smaller red bumps around the tip and sides of the head of my penis for a couple years now... A few years back I got drunk one night and was with a girl and stupidly did not stop her from dry humping me when she had jeans on and I only had boxers on... By the time it was hurting I was leaving, but the next day it was extremely red... I feel like ever since that time, I have had these red marks that were originally peeling resulting in me messing with it sometimes and as a result, they got somewhat bigger.. To this day I have yet to get tested for an STD basically either in denial that it is either genital warts or herpes because I feel like it was that one night that caused it.. The red marks have been there for the entire two years which is why I am hoping its not herpes.. Could it possibly be if they have been there the entire two years?? I have used vasoline and moisturizer on it to try to heal it and hope it dissappears but it has yet to go away... I have avoided sexual contact for the last few months because I have been sketching out about it and just dont want to hear that I have an STD for sure even though I have been living my life like I do have one for the last few months... PLEASE tell me anything that you think about this... my main point is could it be herpes if the slowenness and redness has been there for a full two years? And if not what are the symptoms of genital warts?? Please provide any info you can... Thanks

You had on boxers, she had on jeans - impossible to get a std that way.

It's probably a dermatological condition and you need to see a dermatologist about it.  Herpes wouldn't go unchanged for 2 years.
