Can my mom have meningitis with the symptoms she present?

My brother found her shivering in bed, she refused to go to the doctor, he brought the doctor home and he diagnose kidney infection. Her temperature went up to 103 for 3 days.
She seems to be okay now, but she said that she feels heat inside her head and the nigh sweat has not stop. She does not shows fever.
She has an appointment today with her regular doctor, but I don't trust him, for the reason that he wasn't able to stop the urine infection when my mom presented all the symptoms.
Can she get meningitis from kidney infection? I'm so worry this doctor don't treat her on time. Getting ready to take her to a doctor in my city.
