Needle biopsy after positive pet scan

Is it common to require a needle biopsy after a positive pet scan.  It is my understanding that the procedures that they will go thru will not change.  They are going to remove the problem.  It concerns a small nodule, (15mm), in the lung.  That extra procedure cost my insurance over 7,000 and for myself over 350 out of pocket.  If it is common what is the purpose beside extra income.

Thanks,
Jack
