I took your question to mean that your friend who is addicted to masturbation complains that he has "quick release" whenever he meets with a woman to have sex, and they begin to have sex. But since you only said the word "meets" and didn't say "for sex," if your question was instead that he has a sudden release of ejaculate whenever he says hello to a woman, even in a non-sexual setting, that would be a different issue. If he is having spontaneous erections and ejaculations on seeing women in neutral situations, he might want to check with a urologist.

And is he saying this is a new phenomenon? (I.e., that he used to ejaculate at a more normal pace when having sex with a woman, but since developing an addiction to masturbation he ejaculates more immediately?) Or is he just saying that he ejaculates quickly with a woman and at a more normal pace when by himself?

If he is just comparing speed of ejaculation when masturbating to when having sex with a woman, it's worth remembering that orgasm often doesn't come as fast when masturbating than when having sex with a partner. Sometimes we just don't excite ourselves as much as a partner excites us, and sometimes the presence of a willing partner either is so exciting that the guy ejaculates immediately, or even anxiety about performance with a partner can make a guy ejaculate faster because he's nervous.

Even if someone masturbates a lot, it's like exercise, it doesn't cause a person to develop a hair-trigger reaction. (If it did, masturbation or coitus would release at about at the same fast pace.) The way to figure out if there is really any cause and effect would be to consider if he used to have more normally paced ejaculations when with a woman, and then he got addicted to masturbation, and then he seems to have faster release when with a woman. But usually guys who are addicted to masturbation learned to do it lots earlier than their first time with a woman, so he probably won't have comparative data to consider.

Suggest to your friend that performance anxiety or something about the relationship with the woman is giving him his fast release, rather than how often he likes to masturbate. There are ways to relax; he could Google "sexual performance anxiety in men" and see what he can find.
