Agree with the remarks about variation being normal. A medical researcher got interested in the fact that everyone is taught that 98.6 is the normal temperature, and he did a big study and found that it is not actually the norm for everyone, lots of people have a normal temperature above 99. If you have not regularly measured before, this might have been your normal temp and normal daily variation all your life. It certainly won't hurt you to be walking around with a temp of 99 or 99.8. When my son was an infant, his doctor told me not even to bother to call unless his temperature went above 104! If they can be this relaxed about a tiny baby, certainly an adult can bear a possible rise of a degree.

Well, your temperature is pretty close to what is the normal temp.  And if it is slightly elevated, I'm guessing that is at night which is the typical pattern.   You probably weren't tracking your temperature daily prior to this and it actually can be your normal pattern.  Your doctor is not worried and you should not either.  Most people do have a varying degree of temperature throughout the day starting lower with temp rising.  Hormones affect this.  Women trying to get pregnant track their body temp and find it rises a full degree after ovulation.  Then drops before their menstrual period.  Our bodies have patterns and you may just have never tracked yours before.  Headache can be tension and stress.  Try stretching your neck muscles each evening.
