I have this mild burning sensation on my penis

I woke up to a itchy penis and it went away after a quick shower . Then my penis started burning (mild) like it would burn when ever it touched something like my boxers or etc , I went to the doctor but she told me that she saw a lot of dryness and redness and she prescribed me hydrocortisone cream and I used it for 2 days and it made it even worst , she did a urine test and the results were all normal so she sent the urine to the lab for further testing and the results were all good over there too. The burning would come and go throughout the day and night . This was annoying rather then painful . Now it’s sharting to effect my urination system which it hurts when I pee . I have been having this on going problem for 3 weeks about to be 4 . Please help me . Is this hiv related ? Or std or sti

We will need to know what's your risk exposure. What have you engaged? Was it protected or not and oral, vaginal, or anal sex?
