It’s a wonderful thing to be concerned about proper hygiene, especially where the penis is concerned; however, what you have described sounds like a possible issue in which you are too concerned about germs and cleanliness and it may be getting in the way of your enjoying life without unnecessary worry. Many people experience some form of compulsive disorder involving washing, so that might be something you should investigate.

seems like you have some anxiety.  Can I ask why you fear getting your sperm on you, your clothes, bedding, etc.  When i was younger, and well you know starting expierment down there, ( I am not trying to sound gross) but lets just say sperm was everywhere.  sure it is kind of gross, but hey it's already in us.  Washing your hands, clothes, bedding, once is plenty.  You can seek therapy to get over this fear, or you could start lower and try your own methods.  If you get some on the computer just clean it, maybe spray lysol if it will make you feel better.
