I have small skin colored bumps on penis glans, what are they?

I am a 23yr old virgin and noticed these bumps around the glans a couple years ago. They don't itch or have pus in them nor do they have a dimple in the top of the bumps. They look kinda like iguana skin. My doctor was not sure what is was when I asked about it so thought I try my luck here. I do masturbate about 4 times a week and am slightly overweight but I have no major health issues. Thank you for your responses.
