Small hives in pubic area to belly button area

Small non-itchy, non-residue pink/ skin toned hives popped up like 2 weeks ago on my pubic area. I also have some around my belly button. At first I thought maybe herpes or genital warts? But the treatment I'm taking for that has done literally nothing. Now I'm thinking maybe a fungal infection? The skin around my peni started to peel off about 2 days ago so I went in for am STD check and I'm waiting for results. But any guesses what it might be?
