Tiny bump on Penis shaft?

Circumcised teen. Have not had sex yet. Frequently masturbate. Recently found a very tiny bump on left hand side of penis just underneath the penis head (in the circumcised scar area?) and also noticed the skin above it seeming a bit darker, sort of like a burning scar. I can move the bump around with my skin and feel it more when penis is erect but even when flaccid if I rub my finger around that spot and search for it.

Should I be worried about this?
