Worried about being Underdeveloped

Okay, so long story short, my brother came to me (age: 15) and said that he thinks he has a problem. He said that he is worried that he might be under developed as far his genitalia are concerned. He said that he gets erections but doesn't ever ejaculate and has never ejaculated. He's worried that body isn't making sperm and/or semen. I asked him when his body started changing, such as when he got pubic hair, and he said anywhere from 8 months to a year ago. He said that his penis and testicles aren't very big and that he's worried something might be wrong. He was to embarrassed to ask anyone else about this so he came to me and I want to help him but I honestly don't know what to tell him. I supposed that maybe he's just a late bloomer, to make him feel better about it, but I don't know for sure. So is there any reason to be worried or should we just leave it be for now and see what happens? The only other information or "symptoms" that he's worried about is that he doesn't seem to be growing facial hair and that he has  a lump on one of his testicles. He told me about the lump and we went to the doctors and they told us that it was a cyst and there was nothing to worry about. I just desperately need some answers for my brother because he is freaking out and I don't know what to tell him.

You stated his testicles are small do you know if they descended?
As solace said he should see an endocrinologist and a urologist

Hi,
   From the details given, your brother appears to be normal, except that his developments are a bit delayed and he will catch up with his friends in the coming years. Also, the doctor who checked him up for the cyst would have definitely commented if he has noticed any shortcomings in his development.
Having said that, I would still advise him to be shown to a pediatric endocrinologist for a complete evaluation and advice.
