Well, to answer your initial question 'is this bad?' it really depends on the individual. Everybody's MS is different. Some people have lots of lesions and few symptoms, and others have a few lesions and lots of symptoms.
I would seek out an MS specialist right away, and tell him about your symptoms and your most recent MRI. He will probably want to do another one. The ER isn't good at neurological care with chronic illnesses like MS.
I would also talk to your primary and see if you can get a scrip for steroids. I took oral steroids for a month during my first flare, and it really helped me to function a little more normally.
I presented with a definite lesion in my cerebellum. However, I had many more problems that the MRI didn't explain - muscle weakness, eye problems, paresthesia, cognitive impairment, fatigue, balance issues, vertigo... on and on. I eventually got a real MRI from a 3T lab, and they found many more lesions in my brain, neck and spine. I had three years of overwhelming fatigue and cognitive impairment. It made it difficult to work full time (but I did anyway!) The good news is that I eventually got better. I still have balance issues, numbness, and some cognitive impairment, but the fatigue is much better.
I should also mention that the ER doctor told me to repeat MRI in 3months

Few punctate lesions in white matter findings were really consistent with any MS or any myelopathic disorder.
My symptoms and all this time since March I had been doing test after test after test not once did they check my legs or brain.
Symptoms. Muscle weakness in legs and arms I have hardly any muscle in my legs or arms. Fatigue. Just the other day I went blind in my right eye and had numbness and tingling down r side. That's why they did the brain MRI.
Have had problems going to the bathroom. #1 just a bunch too many to list.
You can't take a MRI by itself. The radiologist is just stating possibilities. Your medical history, symptoms, neurological exam, other tests to rule out other conditions, and mostly what your neurologist thinks it is get you a diagnosis.

That couldn't possibly be what your entire MRI report states, it doesn't read with any consistency so i'd recommend you double check because it genuinely doesn't sound right to me at all!
"punctuated lesions in white matter" is not in it'self necessarily abnormal or 'bad' it truly depends on many things eg locations, size, shape, hypointesity, T2, type - demyelinating, non specific, micro vascular etc etc etc and what you've posted is not enough information to even speculate if there is any meaning behind these results.
Please keep in mind that there are many medical issues that are associated with brain lesions eg Migraine, some mental health conditions, hypertension etc etc so if you have any concerns it would probably be best to discuss your MRI results with your doctor.

...imho your MRI results honestly still do not read with consistency to the way MRI's are typically worded, it may simply be you are miss typing or reading from an exert from your ER records but you should find your full MRI report has a lot more detailed information than what you may currently have access to, and probably worth getting a copy of.

It may not have been considered but your symptom time frame in general, appear to coinciding with rx of Wellbutrin XL and there is a 'possibility' what you have been experiencing are known side effects of your medication eg http://www.webmd.com/drugs/2/drug-76851/wellbutrin-xl-oral/details/list-sideeffects
"t2 ,flair signal abnormalities of bilateral frontal and left parietal white matter" may actually be related to your pre-existing mental health diagnosis 'and or' consistent with minor vascular changes for your medical history but I seriously believe you should discuss your entire situation with your doctor(s) before you start becoming concerned that these findings are or could be suggestive of a neurological condition like MS and be inadvertently lead astray...
