Car seat issues with a almost 2 yr old

I cannot seem to keep my almost 2 yr old daughter from undoing her chest clip and taking both arms out!!! We have a graco 3 in 1 nautilus. Any suggestions???

Distraction may work, loud music in the car may work ..Does she do this as soon as she gets in the car or when she gets bored ?

she does it no matter what is going on and whether she is bored or not doesnt matter and distraction has no effect and we have tried an ace bandage wrapped around and she figured out how to get it unwrapped. we've tried spanking and pulling the truck over and everything i can possibly think of. the only thing i haven't done is leave her home cuz i don't have anyone to watch her and as i'm sure you know it is nearly impossible to stay home 24/7
