skin condition

Hi,
I live in London, as you know this is a very cold place. My son is 7 years old. For the last one year he has been suffering with dryness on the above upper lip. It becomes very red, then skin patches out. some times some liquid comes out from that part. We have been to GP several times but they are not referring to dermatologist. they are saying that it is eczema. But i do not think so we applied cream almost every hour during the holidays. Nothing worked. They have been trying all types of creams and lotions but nothing working. Is there anything i can do with this? I can not see him as he suffering a lot. please help me? I have a photo but i do not know how to upload here.

It could indeed be that the area is being kept wet by licking,it needs to be kept dry, how is it doing now ?

It's hard for a kid to leave it alone, when he has a rough patch he can touch with his tongue.  It becomes habitual.  Maybe along with the cream or balm, you could use something that are designed to taste bad (there are products made for thumb-suckers that are bitter), to remind him not to lick over his lip no matter how habitual it is.  Have you been prescribed a cream like Locorten?  That's pretty good for eczema, though you would not want to have him on it constantly.
