As for the safety, as with any medical procedure there is a risk, but it's minimal and routine circumcision is done in many newborns without any sort of complication or issues. It is done either before the baby leaves the hospital, or in the weeks following birth. In some religions, there is a set time-frame for this but since you didn't ask about a religious circumcision I doubt this applies to you :-). Most doctors will not do routine newborn circumcision after 3-6wks post birth unless there is a problem that arises.
Circumcision is a very personal choice and one you need to decide for yourself. There are pros and cons regardless of the path you choose, and both have their own risks. It is for the most part only routinely done in the United States, and in select places of the world for cultural/religious reasons. In most baby's if it's done it will be when he is a few days old.
