Need non-medical-professional translation of my MRI

After fighting with the VA for over three years, I was finally granted an MRI for my chronic lower back issues. ((This after the first doctor merely threw high dose pain pills at me and the second to most recent ordered yet another X-ray, knowing full well this had nothing to do with my actual bones)). Aannd I'm ranting. Sorry.

Short story is that after almsot four years of  constant and progressively worse pain, I have the MRI results ((which, oddly, are also short)). I'm pretty sure that the gist of it is that the particular area of my back I'm having the most problems (L4 area) is screwed. I know that's not a medical term, but it's my kind of language so I would greatly appreciate someone putting the results into a description more my lingo.

"L4-L5: Posterior disc herniation with annular fissure in the left foraminal region. There is bilateral facet hypertrophy."

Also, if anyone has any suggestions I might be able to take back to my PCP, I'd welcome those too. Note, though, that I have already tried accupuncture, a TENS unit and previously was on 120mg morphine and 20mg percocet a day. I will be vehemently refusing any surgical suggestion, though because I already have proof on my body and in the monthly VA disability check I get that the VA are not ones for reliable surgery.
