In theory, there is a small risk. In practical terms, there is no risk. There have been no confirmed cases of HBV being transmitted by oral sex.
It's like HIV and oral sex - in theory could it happen? Maybe. In all likelihood, would it ever? No.

Also, there is a vaccine for HBV. If you are vaccinated, there is no risk anyway.
Oral sex isn't actually safe sex. There's actually no such thing as "safe sex". There is safer sex. With oral sex, you can still get or transmit syphilis, gonorrhea, and hsv1.
People with penises who receive oral sex can also get NGU/NSU. This is non-gonococcal urethritis, or non-specific urethritis. It means any infection in the urethra that isn't caused by gonorrhea. It can be caused by normal mouth bacteria entering the urethra.
