It's exactly what I'd say to you if you were asking, and I think any discomfort is a hyper-awareness of the area from anxiety, or perhaps irritation if he'd had a lot of alcohol. Alcohol (and caffeine, juices, etc.) irritates the bladder, which can cause irritation in the urethra. It's also dehydrating, which can cause irritation.
It's not worth any time spent worrying about at all.
So I just call him. He said the next day (so about 6 or 7 hours later) he felt a discomfort on the tip of his penis which lasted the day but thats it. No discharge and it feels better now. Im guessing thats too early to be an STI or anything, more anxiety driven. I assume if he does not get symtpoms this week hes good to go!
What are your guys thoughts on the risk level of this event - with the brevity of the oral lasting only a second or two and def no deep throat, im assuming it is to soon for any bugs to pass over?
I think your advice is okay. You could add to see if any symptoms develop but that you sincerely doubt they will based on such a brief moment of oral and in the absence of no symptoms, he'd not need to test. The hand job is indeed no risk as you know.
Lastly he has a long term partner if that makes any difference. He said it was a one off "lapse in judgement".
As an addition im aware there are low risks for certain STI but for a couple of seconds max I believe there is no risk as it is not enough time?
